X delivers video over HLS with an adaptive bitrate ladder so playback can adapt to a weak connection. Each rung is a genuinely separate encode, which is why sizes and resolutions differ so much within a single post.

For an edit, take the top rung. For a Slack or WhatsApp share, a middle rung is usually indistinguishable and a fraction of the size.
