Start from the problem: a file that is too big to send needs compression; a frame that is the wrong shape needs cropping; too many pixels needs resizing; too many seconds needs trimming. Combining two of them, in that order, solves almost everything else.

When a video needs several changes, sequence matters. Trim first so you are not processing footage you will throw away. Crop next, while you still have the most pixels to work with. Resize after that, and compress last.
Doing it in the other direction wastes quality: every re-encode compounds loss, and compressing before cropping means you spend bits on pixels you are about to discard.
